Capitalization projects of Caps2 results

Three projects for the capitalisation of CAPS2 results have been submitted in the “targeted call on EUSAIR” funded by IPA Adriatic CBC programme 2007-2013 and in the first ordinary call for proposal of ADRION INTERREG programme 2014-2020.

One project was funded under the targeted call on EUSAIR and the other one submitted in the first call of ADRION is still waiting for the technical scrutiny.

The project entitled “CAPitalization and exploitation of RADar-based infrastructure and decision support system for environmental hazard management NETwork in the Adriatic and Ionian region - CapRadNet” was funded by IPA Adriatic CBC program 2007-13 under the targeted call on EUSAIR. This capitalization project started on June 2016 until December 2016. CapRadNet capitalizes three IPA projects, ADRIARADNET, CAPS2 and ROOF OF ROCKS.

CapRadNET integrated the public area of CAPS2 web gis in Seawetra portal in order to jointly analyse the marine environmental data together with sanitary ones. Moreover the sanitary data of molluscs in Abruzzi region have been integrated with environmental data of CHYM model (hydro-metereological model developed by the University of L’Aquila).

CapRadNet project aims at extending the DSS (developed by ADRIARADNET) capability to face hazard mitigation taking into account maritime, coastal, airport and metropolitan environments.

CAPS2 recognised in the action plan of EUSAIR

The new EU Strategy for the Adriatic and Ionian Region (EUSAIR) is a macro-regional strategy adopted by the European Commission and endorsed by the European Council in 2014. The Strategy was jointly developed by the European Commission, together with the Adriatic-Ionian Region countries and stakeholders, in order to address common challenges together. The Strategy aims at creating synergies and fostering coordination among all territories in the Adriatic-Ionian Region.

In the EUSAIR Action Plan, the European Commission recognised CAPS2 as «a project that could aim at strengthening diagnostic capacities of laboratories, for contamination of fish and shellfish and to develop concrete improvements of diagnostic competences in terms of equipment and knowledge, skills and capacities.»

In the European programming period 2014-2020, the Action Plan of the Strategy will be implemented by mobilising and aligning all available EU, international, national and private funding.

In the next period, CAPS2 will have many occasions and financial instruments to valorise its achievements and results.

These new projects aim to develop further research and innovation in the aquaculture sector that should be economically sustainable and environmentally-friendly, supplying healthy food products in accordance to the EU and the international legislation in this field.

FINAL CONFERENCE OF THE CAPS2 PROJECT

The Croatian Veterinary Institute (CVI), CAPS2 lead beneficiary, organises on 5 May 2016, in Split, Croatia the final conference of the project with the aim to present relevant project activities and achievements, to stimulate exchange of knowledge and networking among partners and other stakeholders in the Adriatic Area as concerns safety and surveillance of aquaculture sector.

Representatives of all projects partners will interact and discuss main project results, promoting also the discussion with invited external experts and stakeholders of the sector.

The Information System for the management of aquaculture data in the Adriatic Sea

In January 2016 has been completed the CAPS2 Information System to manage the active surveillance.

It aims to standardise the surveillance and controls on sea and aquaculture products, for a common quality standard level in food safety to finally benefit citizens of the Adriatic Area.

The CAPS2 web GIS platform is composed by a set of applications for data management in aquaculture and for the notification of diseases of fish and molluscs.

The management of data through a Geographic Information Systems and their dissemination on the web is one of the most effective models of network communication.

The CAPS2 Web GIS platform is composed by: a spatial database, a National level with applications to manage spatial and non-spatial data and a Supranational Web GIS application.

CAPS2 WEB GIS SYSTEM - an explicatory brochure

The project CAPS2 developed a brochure to present the Supranational Web GIS application developed within the project.

The CAPS2 WEB GIS SYSTEM allows to displays the sanitary information about production areas and anagraphical information of sampling points of fishery and aquaculture products.

CAPS2 at the event “Towards 2020 – Adriatic Sea, Ionian Sea and the Aichi targets”

From 2nd to 4th June 2014, at Pineto - Silvi (Abruzzo Region, Italy), the MPA Torre del Cerrano organized the AdriaPAN meeting titled “Towards 2020”, the last one in the framework of the PANforAMaR project (Protected Areas Network for Adriatic and Ionian Macro Region) promoted by the Adriatic and Ionian Initiative.

“Towards 2020” is inspired to the Strategic Plan for Biodiversity 2011-2020, adopted during the 10th meeting of the “Conference of Parties - Convention on Biological Diversity” (October 2010, Nagoya, Aichi Prefecture, Japan). The Plan also includes 20 ambitious yet achievable biodiversity targets, collectively known as the Aichi Targets (www.cbd.int/sp/targets), aiming at inspiring broad-based action in support of biodiversity.

The three days event was attended by over 250 representatives from institutions, universities and research centers coming from Italy, Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Albania and Greece. Overall aim was the establishment of an ecological network of MPAs in the Adriatic and Ionian Sea, as part of the objective that all world countries gave in 2010 in Nagoya (Japan): the protection of at least 10 percent of coastal and marine areas by 2020 (target no 11).

Among the numerous scientific dissertations, CAPS2 was introduced by Dr. Ferri and Dr. Di Giacinto belonging to the IZSAM, Italian partner of the project. Partnership, objectives and activities were detailed in order to share project experience with all attendees. The discussion focused on the potential impact of the project in terms of environmental and economic benefits for the whole Adriatic area, by contributing to the new European septennial programme 2014 – 2020.

The participation to this Adriatic event fits with the CAPS2 communication strategy, aimed at generating a shared and consensual approach towards themes and objectives of the project, promoting also the involvement of other actors and stakeholders.

CAPS2 Interim Brochure

An informative interim brochure has been produced in the framework of the CAPS2 project.

This brochure introduces achievements of the first period of project execution and the activities undertaken under the various WPs (Work Packages).

Interim Seminar of the CAPS2 project

The Istituto Zooprofilattico Sperimentale dell’Abruzzo e del Molise organizes on 29 May, 2014 in Teramo, Italy, the seminar titled “CAPS2 project interim seminar: safety and surveillance in the aquaculture sector”.

The event is foreseen within the project “Strengthening of Centres for Aquaculture production and Safety surveillance in Adriatic Cross-border Countries – CAPS2” (www.caps2.eu), co-funded by the European Union in the framework of the programme IPA Adriatic Cross Border Cooperation 2007-2013.

The event will take place at the Conference Room of the International Centre for Veterinary Training and Information "F. Gramenzi" (CIFIV), located in Colleatterrato Alto (Teramo - Italy), starting from 9.00 am.

Participants are project partner representatives from Croatia, Bosnia and Herzegovina, Albania and Montenegro, experts of the sector, personnel involved in projects activities and professionals interested in CAPS2 topics and fields of intervention: safety and surveillance in the aquaculture and fishery sector.

The seminar aims at disseminating goals, objectives and planned actions of the CAPS2 project, providing an overview of the interim activities already implemented and promoting exchange of knowledge and collaboration among involved partners of the Adriatic Area.

Third CAPS2 Steering Committee Meeting

On 27-28 May 2014, the Istituto Zooprofilattico Sperimentale dell’Abruzzo e del Molise “G. Caporale” (IZSAM) will host in Teramo, the Third Steering Committee meeting of the project titled “Strengthening of Centres for Aquaculture production and Safety surveillance in Adriatic Cross-border Countries – CAPS2”,  co-funded by the European Union in the framework of the programme IPA Adriatic Cross Border Cooperation 2007-2013.

IZSAM involved staff will welcome members of the CAPS2 Steering Committee at the International Centre for Veterinary Training and Information “F. Gramenzi”  - CIFIV for a two days meeting.

Project partner representatives, coming from Croatia, Bosnia and Herzegovina, Montenegro and Albania, will participate in the event to discuss and analyze project activities and define forthcoming actions concerning the management of the initiative.

In this occasion, practical sessions and discussions among partners representatives are foreseen in order to improve cooperation in specific ongoing project activities.

Sanitary survey in Montenegro

With reference to the work package no 5 “Preparation and implementation of National Surveillance Plans” of the project CAPS2, the Croatian Veterinary Institute and the Veterinary Administration of Montenegro have conducted a sanitary survey in Montenegro from 19 to 20 March 2014.

The members of the national working group for legislation analysis in Montenegro, established within the action 5.1 of the project, were also present. During the first day of survey, the Kotor bay was examined by boat in order to define the shellfish harvesting areas and taking coordinates for GIS application. Possible sources of pollution and the sampling points for E. coli and biotoxins were also identified. The last day of survey was focused to the legislation analysis and to the meeting with interested target groups. A total of 17 persons, most of them belonging to the Small Medium Enterprises operating in aquaculture sector, were met in order to introduce them the CAPS2 project, its activities and objectives.

Rising competence levels and encouraging transfer of innovation by the creation of networks, the CAPS2 project fully achieves the objective of the IPA CBC programme priority 1 “Economic, social and institutional cooperation”, measure 1.1 “Research and innovation”.
